There would have to be actual proof that he said that, and if he openly spoke it and nobody else heard it, then there’s no way it can be proven that he even remotely said that or if that was direct reason why it happened. Now if he wrote it by text, there’s solid proof that he may have been a contributing factor and someone can be charged in that case
