So in Ernest America can never really be ruled except for by America.
What I mean by that statement is that; because we work on a multi-party platform, and a check & balance system that dictates even the president doesn’t have all the power in the country. It also inherently means that we have no ruler.

We have a commander & chief whom is the president. That said, if that position could not be held for whatever reason. Example maybe there was some sort of tragedy, and everything/ anything that the word “tragedy” may entail.
Then, and only Then, at the point of incapability of withholding the responsibilities of office. Would the responsibility of presidency fall to the next in line, and so on and so forth.

So by definition a black woman/ man, white woman/ man, or any shade of Man, and or Woman in between or beyond any natural or unnatural shade of wheat could never; become the ruler of America. It’s a foundational reality of what it is to be an American, and to know what America is.

The realities that we are ruled by our own, rights, and Governed by the laws that dictate what those rights are, and how they are formatted within our country. Right held by our Constitution written in 1787, and in operation since 1789.

This came along with a bill that many Americans know, and love known as the “Bill of Rights” written within the constitution as the first 10 amendments. which would ultimately set the foundation for future amendments to come, and how one ultimately should treat another in America with these 10+ things in mind always.

That said, and to more directly answer your question. Anyone can; become president as long as they are born in America. That too, is a foundational reality of what being in America and being an American is Within the “Bill Of Rights”.

So if you mean, can anyone; become president within the basis that they are born in America and are Americans regardless of skin tone, or gender? Which I believe you to actually mean. Then the answer is yes. This includes any human being born in America. Skin tone is actually a misnomer concept in America as far as our laws are concerned.
Not to say there are not those in America that would love to make it matter, but in truth, it really doesn’t I’ve seen all walks of life succeeded and fail on their own accord.

Not to say that our system of governing is perfect, nor is it without A certain degree of fault, inherent or hidden bias has/ does exist in certain ways, but we have come a long way from what we once were, and are still progressing one generation to the next.

Even though, sometimes, as I feel many across the world feel in their own countries, it can be difficult to have progress in the face of the past and How it affects our present. That said as human beings we do continue, don’t we.

As with all countries, there is a certain amount of corruption and problems, but the people do try regardless of the system they have to work with. Fortunately, for some faults, it’s not too bad of a system. It’s just really young at a time that’s very difficult to handle in the span of humanity. That said, I would argue that all humanity still needs a lot of time to grow up In so many ways.

Nevertheless, my answer is yes, and I hope I have answered in the fullest way possible And have given good clarity to my perspective.

Skin color shouldn't be the first thing that comes to mind. What is her policies? Her stances on things that I value? That will determine whether they get my vote or not.

Now yes, I believe a woman can do the job as president, but she needs to have her shit squared away and as I have said before. In all my years of being able to vote, only one woman had the potential to get it had she been a nominee.

So long as she satisfies the 3 constitutional requirements (at least 35, native-born US citizen, lived in country for 14 years), there is nothing to prevent a black woman from becoming President.

On a different note, some people said that Oprah Winfrey ruled America in her prime.
