You might refer to several different things but each has a reason.

1, wearing face covering, called burqa, is a security problem like criminals wear ski masks. Therefore concern.

2, wearing neck cover called hijab, is suspected of being compelled to wear it , by fanatics , so "need to stop the coercion. " by ban hijab.

3, mini skirts some complained they dress immodest, but like you say, "no problem not your business" how much they cover.

4, i don't mean to be offensive but cross dressers look , as actress moses said "weird " often glaring styles for rebelliousness, And violate society accepted acceptable behavior. Like unacceptable.

I would be concerned if I saw someone walking down the street in beach dresses or entering my temple in beach dresses.
I would be concerned if someone covered her/his face and body from head to toe with a rob in a crowded place.
I would stop and question people who are behaving suspiciously around my home.
