Why, In places like New York, do we have Right to shelter policies that only benefit illegal immigrants but do nothing for the homeless?

This is one policy i can't wrap my head around. The largest demographic of homeless are men, and the largest sub demographic are veterans. Why are we giving free shelter to those that came here illegally, Paying them monthly, but we do absolutely nothing for our homeless veterans. This is why i dont support sanctuary cities. They protect and take care of the wrong people.
