At what point are citizens justified to take matters into their own hands?

I live in a state where there are ambulance deserts everywhere. Response times can be 20+ minutes with areas lacking first responders. I have pleaded with lawmakers to establish EMS first response systems in these areas, but there is a lack of motivation.

Meanwhile, the state essentially revoked my EMT license over a misdemeanor that happened 9 years ago. There is already a shortage of EMS personnel and a struggling system.

My philosophy is if the government fails to provide adequate resources, yet attempts to restrict my ability to help someone because I lack a license, I will defiantly provide care anyways to the level I was trained and competent to do, regardless if it is illegal. I seriously doubt any prosecutor will nail me for this.
