I strongly believe the power shall mostly rest in the states. I don't think California or New York should influence how Tennessee conducts itself for example.
I don't believe individual citizens themselves should be paying the federal government taxes directly. I believe it shall be the state only that collects taxes from the individuals/families and leaders from each state should hash it out together as to how they contribute to the federation.
Think of it this way, the United States is a collective of member STATES. The emphasis is on the states and them being united to combat interstate issues. I believe the federal government shall only get involve at the individual/civilian level if that person is a threat to states outside their own state of residency or if the constitution is violated.
Otherwise, if the person doesn't agree with their state of residency, they can always travel to another one that suits their political stances.

If that individual is involved in foreign affairs then it would likely fall on the federal government to be involved. The federal government has supremacy when it comes to issues like treaties, alliances, and confederations. American states can just send local diplomats to form their own military alliances with other countries. So for example, California who loves communism, can't form a military alliance with China ignoring the will of the rest of the states. Additionally, the federal government can regulate foreign commerce, impose tariffs, collect revenue, conduct foreign policy and negotiate with foreign governments.
I agree that there should be no federal income tax on individual citizens. That said, I do believe that the federal government can collect funds by imposing tariffs on goods trade between countries. This in effect allows them to have involvement with individual merchants that trade internationally. While the Constitution frames this power and places it in the hands the federal government, I would also argue that it is fair and just being that it is the federal government's responsibility to deal with foreign powers. That means the federal government has to employee diplomats that need to travel and negotiate with foreign nations, they need to field a military that can defend trade routes, and they need to be able to conduct war, when our people who are trading and traveling are attacked by foreign powers. Thus, collecting funds through tariffs on foreign goods places the responsibility for that foreign involved on those who use the federal government to accomplish their goals. If you want to use the services of the federal government to produce widgets in China and get them safely back to American shores to sell to consumers in order to turn a profit, then you have to pay for those services so that the federal government can in turn pay it's employees in the diplomatic core and military. Nobody works for free. We don't do slavery.
