How the hell do people get charged with historic sex offences if there is no evidence other than an accusation?

Its just idealism. People think that anyone should be able to come forward about their past sexual abusers and have them brought to justice. In theory that's great. The obvious problem is, you have no idea who is lying and who isn't. You'd think that nobody would want to ruin someone's life over a stupid argument or breakup, but it happens.

Rape and sexual assault is incredibly traumatizing. A lot of people will just go home and try to feel clean and normal again, sometimes scrubbing their skin raw in an effort to forget the feeling of their attacker’s touch. Sometimes all they have is their accusation because they were in too much shock to bother keeping evidence when all they wanted is to feel normal again. That’s why accusations, even ones without evidence, are taken so seriously.

If the accuser is a woman, and the accused is a man, the guilt is assumed.

The key is "charged." Anyone can get charged with anything. It doesn't mean much.
