Tecnicly they are suppose to have the same qualifications of the branch of their State legislator.

That said the real problem isn't how often they are elected by their state but how that elevates them to the leadership of their respective party.

Term limits are a mixed bag. They would be good in cases like Pelosi, and bad in cases like McConnel. Forcing out someone who is good at what they do and having a positive impact is unwise.
