Why men who is violent to women are arrested but not women who are violent to men are not arrested?

I just saw YouTube that a black women hitting the chair in front of her on an airplane. Is it acceptable? She should be arrested. And women who slap men’s face is ok but men who slap women’s face go to jail?

We called the police on a neighbour who was violently beating her poor husband in front of their kids. Police arrived and put him in cuffs even though he'd a broken nose. They took him away where he stayed locked up for the weekend.
