So when a woman is a blatant gold digger who uses a man for free drinks, is that because other women haven’t called out her wrong behaviour, or is it dismissed with “not all women are like that” and accusations of misogyny for generalising? When a Muslim commits a terrorist attack and kills people, is it because other Muslims haven’t spoken out against it, or is any broader discussion shut down with “stop putting Muslims in a box” and accusations of racism?

Because of social conditioning and gender expectations.

Men are often seen as physically stronger and more “responsible” for maintaining order, so society places the burden on them to intervene or prevent violence. Women and other groups aren’t held to the same standard because they’re stereotypically viewed as less able to confront aggression directly.

It’s unfair , it ignores personal capacity, context, and responsibility. Violence prevention should be a collective responsibility, not a gendered expectation.

Good women do, though I think it's bit more subjective on that example you gave. As if a guy is willing to pay is that her fault? Eh not so much if you ask me.
Gold digging has many examples which some is her but some is the guy.
And Muslims do call out on their own? That's why there is different sects and beliefs like Salafism which condemn violent jihadist ideologies.
