Yes but only because its not ligitiamte for the federal goverment to make such domestic laws.

Assault is already illegal under state law.
The rest are clearly forms of speech for which there is no written exception in the 1st amendment for the federal goverment to outlaw anyway.

So really the act itself is as unnecessary as it is illegitimate.

iirc it was those people who were praying outside of a planned parenthood and that counted as use of force, threats, or physical obstruction.
