If we really only wanted to tax the rich we would need relatively few IRS agents. There are not that many rich.

The real kicker is IRS tax processing can and should be almost entirely automated, so agents are really only needed for cases where you need to audit someone.

Simplify the Tax code and you will have very few such cases. Ideally we would just let it slide to teach congress to stop micromanaging via the tax code.

Basically give everyone the benefit of the doubt making such loopholes and unenforceable rules effectively tax cuts.

In the UK we have our tax deducted from our pay if employed and the company reports it to HMRC, self employed complete an assessment. That's it. It seems crazy how Americans do it
