In Wales and Scotland you can get free sanitary products in many places as part of the period dignity scheme. It helps out those on low income, teens with shitty parents, or just anyone who gets caught out and hasn't any money on them.
Many of us are now lobbying the government to give us free teabags or where appropriate a cup of tea and a biscuit. A cup of tea is considered essential to the British way of life and not having one can be detrimental to your mental wellbeing.
Ideally we would like to see actual cups of tea being freely available to anyone who's feeling a little down while out and about or who's had a shit day at work etc. Yes there are cafés but some of them charge through the nose and if you go to a proper teashop you need to sell a kidney to pay for it.
A simple bogstandard cup of tea with a biscuit is all we ask. To be able to walk into any public building and get a free cuppa. Is that too much to ask?
Used to be in many places where you might expect a bit of a wait you could get a free coffee here in the US with all the fixings, some places even had Keurig machines with more varieties than just your average cuppa joe, maybe even a Stroop waffle. I seem to recall that in East Anglia if you had... let's say a workman stopping by to take a look at your combi board that stopped heating properly it was considered common courtesy to provide him with a hot mug if you wanted cheerful service. I think it's a great idea if nothing else to give the spirits of someone feeling down a little lift... why not.

Tampons and press-on pads are a hygiene necessity, as much as toilet rolls and bidets, are.
But you know the English don't even give the homeless free water; what chance tea and biscuits?
Also, you forget about coffee drinkers and cake eaters like me. You will be drinking that tea with a straw, if you offered it to me, and I fucking hate most biscuits.
So it's best not to make "tea and biscuits" a reason for engaging in sporadic terrorism.
Your concept which I will refer to as “teabagging” is nice but undercuts normal retail sales mainly of small shops who depend on it for income. So if you are teabagging, you shouldn’t expect the best, so no biscuits to start as they are not necessary but rather optional, in essence a luxury that is not to be expected.
In addition, you shouldn’t get first use of a tea bag as that is reserved for paying customers. Teabaggers will have access to a freshly re-used bag. However, a shop may also decide to teabag a pot and refrigerate it until it needs re-heating for a teabagger. You must remember these are not paying customers so they get what they get.
What our government needs to do is not f*ck with Social Security, raise the Minimum Wage to meet the increased inflation as govt would increase the minimum wage every few years to do just that then stopped for decades, and allow the American people more freedoms rather than restricted freedoms.

You British already spend two thirds of your national budget on welfare (while America has to fund the military to protect democracy, and American consumers have to pay drug research costs which you won't), don't you think this is going overboard?
So, unless the government has the printing press up and running. That “free cup of tea” is still coming from the taxes of people that don’t even drink tea!
Where does the government get the money to give out free things? The function of a government is not a nanny. Anything you get for free will cost you more in the long run. It will cost you your freedom to decide how to live your life...
