When it’s a public emergency like a terror attack what happens with the ambulances?

I’m watching patriots day on Netflix and mark whalburg (spell check) was asking for all ambulances to come to the Boston marathon bombing location. In a situation like this are all ambulances from across the city come to the location? What if someone gets shot across town are they doomed or would it still be an ambulance to come get them some help

Ambos are dispatched to deploy the closest medically trained response unit to the scene of a life threatening medical emergency to provide the quickest intervention, ideally resulting in the highest chance of survival and recovery. They are being dispatched based on the information they have at the time. They're not going to drop critical calls in other parts of the city to deal with a terrorist attack. They will finish the calls they got first, then respond to a mass casualty event in the order they received them. If resources are limited then the dispatcher will have to triage or prioritize response and treatment based on the evidence they have at the time.
