Sure maybe not all of them can, not all women are able to get pregnant, but in theory women should be able to give birth before having the surgery to pretend to be men.

The second group is wrong.
So all women can get pregnant except those that can't. While no men can get pregnant except those that can. Whats the problem? Especially as the first group is much much larger. So if thats your destinction point than you exclude more ciswomen than you would exclude Transmen from being in their category of choice.
