However: before committing a crime, a criminal isn't a criminal, unless he/she/it/whatever had crimnalled earlier on already.

No because how could they know a person’s intentions for sure? They could assume incorrectly.

Not always, but sometimes its pretty obvious and they do nothing because everything is illegal with all the rights to a fair trial and innocent until proven guilty even when it is glaringly obvious that the guy is guilty.

But a person is not guilty until they actually HAVE done something, not just thought about it.

That's exactly what I'm talking about. Why do you have to wait for a snake to spring at you and inject his venom before you can take measures to prevent such animals from hurting others. Or when you see a tiger do you need to wait until it actually pounces on you and launch a ferocious attack before you kill it or take some measure to be safe from such predators. Not all animals are this dangerous, but some are so obviously born to prey on others. Some people are simply no good, and as things are they have to find victims first so that authorities can have a reason to put them away or execute them. The net effect is that there needs to be victims to make society a better place.
