Police chased but could not pull over the car due to policy...they won't pull them over unless the car theft was violent in nature.

As tempted as I am to see car thieves get blasted with an EMP cannon by the cops that temporarily disables the car, surround the thief with enough automatic weaponry to wipe out the entire Zelensky regime, and drag the thief to jail, still whimpering and in need of clean underwear, I know not to give police that much power. The police cannot decide who is or isn't a criminal - that is for the courts to decide.

Al the police can do is apprehend those who may be seen as breaking the law, or are wanted under the law. But only in a safe and legal manner.
