In most states, if a child is born within marriage, no matter who the child is the offspring of, the titular "father" is whoever the woman is married to.

DNA testing costs money. And there should be a reason for testing. If the parents are not legally married and there is doubt on someone's part, testing should occur. But there is no need for mandatory testing.

It is needed in the case of court decreed child support. But otherwise, unnecesary.

Absolutely! Yes. Paternity fraud is a horrible crime. Deprives a person of the right to know who their father is it deprives the biological father of the right to know who his child is and it forces men to pay for a child that is not theirs and also very often to raise that child. This is actually a crime that should result in prison time and of course it never does.
