When Democrats want money spent, they primarily want it to go to organizations that will funnel most of it back to Democratic Party politicians or other organizations and individuals that are associated with the Democrats. They aren't addressing the root causes of anything- they are merely creating a circular flow of originally taxpayer money among entities affiliated with the Democratic Party. And they certainly don't want the root causes or the problems solved since that would threaten their business model.
