No, it's not a billion but I would invest the million and accrue an easy 10-12% annually which I would disperse charitably. And a million dollars a year can still do considerable good.

For example I could do the kind of shit they do all the time, like set up a charity to feed the homeless and then never actually serve a single meal to a homeless person, but pay myself a salary and receive company benefits/expenses from the $1 billion of $20 million a year to run the charity. For example, paying for a private jet that is needed to move the charity's CEO around the world for meetings. In reality no charity would be occurring, but a charitable organization would exist and thus the $1 billion would gain the tax benefits of a charity. In reality it would just be a con job.

I don't know if you're familiar with the concert that was put on by a group of famous musicians to raise money for the fire victims of california.. they raised $100 million dollars and not one penny went to the victims.
