It is mostly because people do not want to live in squalor. The town I grew up in was still a semi rural place with a couple of working farms still operating. In the 70s and 80s the town allowed massive growth and encouraged low income housing and multi family units. The population increased and with it services were stretched to the limit. The schools suffered and the people that could afford to do so moved to other towns. It really was reverse gentrification. Every time somebody in my town suggests we need more affordable housing I suggest they take a ride through where I grew up. It has become a war zone.

Urban renewal better? It was still a failed policy
