Why is it fine to generalize men, but not anyone else?

Like, you can say “men need to stop catcalling” or “men need to stop being violent” and apparently that’s okay — and if a guy gets offended, people say “well only the ones doing it should be mad.” But try saying “women need to stop making false harassment claims” and you’ll get torn apart, even if you clearly mean just the ones who actually do it. Same with other groups — “white people need to stop being racist”? Fine. But “black people need to stop committing crimes”? Nope, suddenly you’re the bad guy. It’s like there’s one rule for talking about men and a whole other rule for everyone else.
