Why not just kill them? They kill them indirectly anyway so it seems more optimal to kill any illegal trying to cross. But ya know the US government could also kill the cartel if they want to be effective which clearly effectiveness is not in their goal.

If they are ANY refugees (civilians fleeing) then the Law of armed conflict gives no one the right to inflict harm on them because they "aren't like us". It is necessary to protect them as if they were fleeing persecution UNTIL you can prove otherwise. You don't get to assume they are a threat just because you're a bigot. Civilisation has evolved to be able to have the self control and compassion to treat others with the respect they'd hope to be treated with in reverse.

Definitely, but not exclusively. We know for certain that there are violent criminals coming into the country illegally. If they use violence against border patrol, the agents should be allowed to meet force with force.

Most of the border between the U. S. and Mexico doesn't even have a fence. Something like only 700 miles of fence on a 1900 mile border. Most of that is desert that will kill you in the summer. They can't patrol all that.

The goal is to stop them from illegally entering the country. Using non-lethal bullets is a reasonsble tool to do that.
