it should be legal to drink in public, people should be able to have a nice beer in a park or something like that. for the drunk level thing, i think it should be illegal if you are so drunk that you become a safety hazard to yourself and to others. though near clubs and bars, or if the people are caught while trying to get home from places like that, they shouldn't be punished unless they actually cause problems.

My future brother in law got a citation for "Public Intoxication" last year lol It wasn't an issue that he had a mixed drink in his had though.
