The best way to fight ICE would be for non white people to not carry any proof of citizenship and stay silent when approached. They'd get arrested and held but the shear numbers would overwhelm the system. Plus once the doctors, teachers, nurses, etc don't turn up for work because they're being held people will start to take notice.

Those are judgements. Some have been ruled unconstitutional, some are still under litigation and some haven't even presented to a court. None of them are considered "breaking the law". If they were, he'd be in court.
