Nah. That looks like a Parisian stereotype. I've never been to Paris, but I traveled around France for a week in 1984. I ran across a couple of people who were kind of aloof, but the majority were really nice. You would run into the same thing in the U. S. and Anglo countries, especially if you barely spoke their language.
