There should be a training and education program for agents and a team of special skills people. Language skills for example.

• Personality testing - Psychological screening to eliminate authoritarian psychos who can't wait to shoot brown people, White fascists, and people with a political agenda, left or right.
• IQ Testing - Weed out the morons who should never be allowed anywhere near a gun and a badge and the ones who aren't able to absorb the training and education.
• A Competitive Wage - Attract good people with a career opportunity, not a job.
• Civics - Read and understand the Constitution in its entirety.
• Law - Have knowledge of current immigration law, text and intent.
• Courts - Understand court precedents.
• Enforcement Action - Dealing with families and minors. De-escalation and peaceful apprehension rather than kicking in doors and coming in screaming like a bank robbery hostage situation.
• Human Relations - Talking with and explaining the process instead of coming in like a narco terrorist gang and dragging people away.
• Uniforms - No more masks like a special forces team in a 3rd world assault. Uniforms, badges, and professionalism.

If you actually do a psych evaluation for most of these people, they are not going to be on any police or quasi police force like ice. No real police force would hire them based on the fact that their behavior would cause massive liability for that police force. Real professional police do not put up with the kind of behavior these people engage in.
