They have to plan for it because of the questions it raises. And it’s not going to be just “the government”. Every nation on the planet that can influence the outcome of a near Earth event or collision will be invested in some way. Obviously those with active space programs will take the lead, but we won’t be the only ones involved.
Maybe they are, although I'm not sure what they would do with it considering how large it is and how fast it is moving. In any event, you can bet that anything the US government decides to do with it would involve being hostile to it and shooting missiles and nuclear weapons and anything else destructive they can think of. This is how they treat strangers generally. They would never even dream of being friendly unless the thing was capable of paying them money.
