Meaning they dont necessarily have a tendency make bad decisions that came back to bite them, it just seems like they have random unfortunate things happen more often than most

So when it comes to coincidences, we don’t really control how or when they happen. What we can control is how we respond to different events, including coincidences that can be turned into opportunities. There are people who make their own “bad luck” because of their mindset, the more often you expect failure the more likely it is to happen and all that.

I believe that if you tend to have a pessimistic mindset bad things will happen to you.

Yes, some folks have a dark cloud following them around. Maybe it's karma, maybe it's their aura. But for them, the expression is true: "If it wasn't for bad luck, I wouldn't have no luck at all". It's good to stay away and NEVER date one of these people.

tricky question. yes but I suspect it's more related to their beliefs and skills and abilities.

but someone that wins lottery twice has very good luck or knows something I don't.

It sometimes happens. People can be the victims of being in the wrong place at the wrong time or else they can get lucky at times. However , it is not luck but it is only chance. You can defy the odds and win the lottery or you can get killed in a drive by.
