They should get a license like everything else, get training and pass a test. Else, they are illegal. If they do something before, they get beaten, or yelled at by professional angry people that had terrible parents. that's fair.

If they want to do "stuff", they can get a job to pay for the license... that keep them busy. Then, there's no questions anymore.

The test could involve a simulated AI baby crying while they have to fill out paperwork, throwing up in their face, walking around with a basketball under their shirts... stuff like that. fun stuff... no need for it to be boring.
