I have heard people say being dead feels the same as how a person felt before they were born. Do you believe that is true?

No, as a fetus you have no memory. As an adult that dies , you go to Heaven or Hell and will remember. No one has died and went to heaven or hell. That is all made up fiction. They were under influence of drugs is all.
