No. We have plenty of evidence with serial killers, drug addicts, alcoholics, gamblers, smokers, and repeat offenders. Not everyone is capable of rehabilitation.

Most people who are capable of rehabilitation don't need it. They learned their lesson. The people who didn't learn their lesson didn't learn their lesson.

I feel that if they're open to it, everyone can be rehabilitated. There are so many that aren't open to it tho and it's too late for some of them

No, some cannot be fixed but it's not always their fault. Some people's brains are wired in a way they can't control.
