That's true. People have to want to rehabilitate. Some people can't or don't want to do that. My aunt killed her roommate in college. The story I was told was that the roommate turned on the ac without asking. My aunt has schizophrenia which doesn't really matter except for she was a violent person as well. She acted like she was framed by the investigators but they found her hands matched the bruising on her roommate's neck and she confessed later anyway. After being sentenced, she "lost her memory" of that night but still insists that she was coerced into confessing. This coming from someone who used to run around the house chasing her sisters with an axe and whom i've visibly seen talking to the smiley faces she painted on her purses. She has hundreds of them because they are her friends and she won't get rid of them, they simply "retire" and end up in a closet and under the bed. Going back to the topic, she truly believes that nothing happened, and if it did happen it wasn't her fault. She did nothing wrong. It's crucial she takes her meds though because during times when she's skipped them, she started getting more violent at the home she lives at. Long story, not so short, she doesn't take responsibility and will never rehabilitate. She is a violent person kept in check by heavy doses of antipsychotics. Some people, the not schizo ones, will commit violent crimes and have so much fun inflicting pain, that they will never seek help either through others or self-reflection. Sorry for the novel
Some people have broken brains that can't be fixed. Some people are literally incapable of feeling remorse, empathy etc.
I don’t think it’s as simple as “some people can’t change.”
What I do believe is this
Rehabilitation isn’t just about desire, it’s about environment, support, accountability, and whether someone is willing to face the parts of themselves they avoid.
Most people are capable of growth.
Not everyone is willing to do the work.
And that’s the real difference.
The only criminal cases where rehabilitation is not possible is those of hate crimes and sex crimes. In both cases the perpetrators genuinely believe they didn’t do anything wrong because it is so heavily ingrained in them that the people they hurt don’t count as people that changing their minds is next to impossible.

Wouldn't that be counter to the sacrifice Jesus christ made?
Yes it was a unjustified execution to the highest levels of cruelty yet Jesus and god forgive all sin. This sacrifice was a way to show how humanity to live. It's a tall order that takes every fiber of your being to emulat but not impossible to replicate.

I think that Charles Manson case is way more than drug addiction, there were certainly some severe mental health issues and those kind of people need to be supervised as they behavior is extremely volatile and unpredictable.
Yes, absolutely. Some people are irredeemable. Some can’t or won’t be rehabilitated. They don’t want to get better, or disagree that they even have a problem. So yes, I agree with your mom totally.
I believe prison is PUNISHMENT/JUSTICE... not rehab.
