It's too late. He should've been listening when other countries openly stated they can't be dependent on the US as a trading partner anymore and started making deals with other countries. It's impossible to do business with the US if foreign policy can change so drastically every four years. Global trade has been shuffled and every other country that the US used to trade with has recovered their lost US trade. The new $100k HB1 visa fee has made the manufacturing decline worse as US companies are moving abroad for skilled workforce because it adds millions to the cost of US expansion. This is also why foreign companies are scrapping their US expansion plans.

The only thing that tariffs have accomplished is to anger/hurt allies. Over 1/3 of Canadians now consider the USA an enemy. I personally avoid US products and travel to the USA. But Trump is committed to this obsession and unlikely to back down until either the midterms or Supreme Court intervenes. But the damage is done. The world is already turning away from the USA as much as possible. Trust takes decades to build but days to destroy.
