I think the point in doing that was to energize his base and to cost them money and just basically harass them. Also, I think Trump keeps thinking that he'll get lucky, even something like free speech might not be impervious to him if he tries hard enough and often enough.

His EOs on election integrity for another, he got a ruling against district judges from making nationwide rulings, and there were many regulatory and environmenttal rulings that he got over turnes. @hagar88 The constitution and the laws of the United States. Soldiers swear an oath to protect the citizens and the constitution above all else.

Article 92 of the UCMJ: An order is considered unlawful if it violates the Constitution, federal law, or the Law of Armed Conflict.

If the soldier chooses to obey and carry on with the illegal order, he/she becomes complicit of the crime committed by those above him who gave the order. "Just following orders" is not a valid legal defence.
