People who have badly injured or killed someone by drunk driving is one. Someone who has committed road rage on another driver, and of course those who can not mentally understand the basics of driving. And basically, anyone who has ever been convicted of certain crimes, such as taking a car from another by force and violence, like in a car jacking.

Kind? People who fail the driving test because they have no hand-eye coordination and don't pay attention to road signs. People who repeatedly are caught driving while inebriated or those who've amassed a large number of speeding tickets. Both lead to the deaths of other people. People whose vision or reaction time has become so poor they can't safely drive.

I think that covers most problem drivers.

Anyone with uncorrectable vision loss or with impaired reaction time. I also think distracted driving penelties should be higher. Cell phones cause an estimated 6 times more accidents then alcohol these days yet one is a thousand bucks and the other ruins your life.
