What does this United States graphic represent exactly?

I don't see any correlation between similarly ranked states. There is *some* correlation, but it doesn't hold.
The colors appear to group quintiles. That makes it easier to visually group them. Like what does Florida have in common with Wyoming? What does New Jersey have in common with Nebraska? What does California have in common with West Virginia?
I'm thinking it's either something fairly trivial, OR it's a percent change over time which would obscure it.
Yes, the colors do show the five quintile breaks. Whether a state belongs in a particular block is another story. I believed most of the rankings, but CA certainly deserves 49 (if not 51, if that were even possible). Answer coming tomorrow.
If it's tax, it depends on how it's calculated. In some lists California is one of the highest.
Not all states have an income tax. I have worked in two of them
Not all states have sales tax. I have lived in one of those also.
As far as I know all states have property tax.
If there are different tax bracket's how do you calculate income tax? Do you use the highest, the lowest, an average, or weighted on percent of the population?
Do you include excise taxes and fees?
Do sales tax include locally added tax?
Do you include corporate tax, estate tax, etc?
There are a lot of lists out there, and they vary considerably depending on how they are calculated.
States with the highest and lowest tax rate with one being the lowest.
Right! Congrats.

The number in each state is its unique rank (1-51) within the country. What does the rank mean? I'm guessing it's the number of airports per capital in the state.
Yes, it's a rank system. Just not airports [ just like an aviator, right? ;- ) ]
@Massageman Your update confirms what confused me. Why is California ranked so high? Number of airports is all I could come up with, acknowledging that Alaska (#1) has only a few of them, as does Delaware (#2) and Wyoming (#3), while California (#14) has a fair number of them, as does Florida (#9).
I'll be very interested to see what the answer really is. Great question, thank you!
I had no idea until I read the comments.. ALso had no idea the pacific mid west was so low. Figured the places no one wants to be would be high to compensate for lower population densities.
The average number of teeth per person in each state, though West Virginians are allowed only three teeth per adult goober !!!
