Why are white criminals seen as individuals but non‑white ones as racial reps?

Just something I've noticed in Western society. When a white person does something terrible (killing their kids, outed as a pedophile, murder, robbery, school shootings etc), the entire race isn't condemned and the person is seen as an individual. Meanwhile, when a non-white person does something bad, that person is not seen as an individual but a representation of their entire race behavior. Why is it like this in the West?
