I can't think of a single U. S. president who has ever ignored public opinion to the extent that Trump has done so. Trump literally does not care what the public thinks and, in fact, does many things that enrage the public and still doesn't seem to care about it. I think this is because he has a lot of faith in his ability to suppress and rig elections so that he doesn't have to worry about it. Also, at this particular time, Trump is planning to become a dictator, I believe, and, as such, won't have to worry about ever running for president again. He'll just be in charge forever if he can manage it.
