If Stephen is supposed to be pronounced "Steven", why not just spell it, Steven? And, why isn't Steve spelled, Stephe?

Why isn't Stephanie pronounced, Stevenie? Why does it sound like Stefanie? Should Stevie Nicks's name be spelled, Stephie? Why are there boys named, Steve and why would a boy named Stephan not be called Steven?

Because V in it's current form is a fairly new letter. By the time it arrived most cultures had settled on ph, f, ff according to local lexicon logic. It's also a common Saint name and historically people like to retain the spellings of those.

Ph is a letter in its own right here and sounds pretty much like the other letter ff. While there's lot's of words beginning with ff, ffôn ffilm, ffwc etc there's hardly any real words beginning ph, it's almost entirely there for grammatical reasons.
