No, he cannot give himself a medal, he has to earn it. Being he is mostly likely the worst president ever in US history, he should not expect anything. He is full of himself. So are his supporters.

If he does, I don't think it will give him the same amount of satisfaction as if it was given to him freely and directly from whomever it is from, does it? Maybe in his mind, it does. The Presidential Medal of Freedom is given by the president to any person deemed worthy. It's at the president's discretion. So, he's the only one who could give him that during his term.
