More heavy crude coming in wasn't going to change the capacity to refine it, and oil companies are unwilling make modifications to the old refineries so they can handle light sweet crude. Go to the US Dept of Energy charts and look up where the increased production of oil went to during the peak Trump and Biden years. Hmmm... exports. Not one BARREL of oil during those "now we're energy independent years" got used in the USA. Look it up. It ALL got exported, and the big oil companies made billions.
