As to my moral reaction, it depends. Some 17 yo girls are more mature than some 18 yo girls. Some 23 yo guys are less mature than other 23 yo guys.

Presumably her parents know and are OK with it. Given the the Age of Consent is 16 in the locale there is nothing illegal about it and in about say 6 months there is nothing anyone can say about it.

I'd be pragmatic if I were you.

@strateguy632 Romeo and Juliet provisions are fairly common nonetheless. I think 16 is far too young to be fair game and is wrong. But it is fairly hard to pick a one size fits all rule.

It is not as if too young girls don't try out their wings at times. A girl put her face in my crotch at a club once. When I looked at her face, it looked definitely under 18.

A vexed issue. I'm doubtful there is any rule that covers all possible cases but I guess it is enough to make adults cautious.
