I think he surrounds himself with dumb people to try to make himself appear smarter. There is no shortage of incompetent people around him. Bessent, Hegseth, Bondi, Lutnick, Noem and Patel are colossal buffoons and nothing more than yes-men.
He probably has found the most informed and knowledgeable person for this role. Its just that loyal maga followers seem to have a required maximum intelligence.
