you refer to the document  constitution . the reason the president must be  weak  is due to being one person. one person alone, should not be able to do, the cruel stuff that king of england did. so the main part of ruling is senate. they must agree on stuff to make laws. they must compromise. and based on THOSE LAWS the president is a manager of the departments.

No power? Are you daffy? Trump seems to do anything he pleases, including starting wars with other countries. What he says, goes! And Congress, who are a bunch of wusses, won't do anything to stop him. He is clearly just in it to line his pockets, even though he has more money than he can ever spend before he croaks. Because the Power is in the hands of the people. A president is a paid public servant, whether he accepts the cash for his job or not. Our tax money pays his salary and his responsibility is to his constituents. He can be fired, you know.
