Depending on the circumstances, it may also involve falsifying records, breach of fiduciary duty, or corruption.

Sometimes, though, what looks like theft is actually poor financial management. Funds may be held back due to budgeting decisions, cash flow issues, internal cost allocations, or executives redirecting resources to other priorities. Those practices can be frustrating or unethical, but they aren’t necessarily criminal.

The key distinction is intent. If managers knowingly pocket the money, create fake expenses, approve payments to themselves or associates, or conceal where the funds went, that’s a serious legal issue. If they’re simply reallocating budgets within company policy, it’s more of a governance or management problem.

If you have firsthand evidence that project funds are being stolen, it’s worth documenting what you know rather than relying on rumors. Many organizations have internal audit departments, ethics hotlines, or compliance teams that investigate these concerns confidentially. Thank you so much for your explanation but, I cannot document it because they are removing digital footprints. Upon that they are tampering with my performance metrics due to personal agenda. But then again they are carefully and discreetly removing all the tampered data.

Ahh stuff like this is what makes us almost lose faith in the system. But when there is this collusion, it is easy to ask you to blow the whistle but realistically I won't want you to risk it as you never know how deep everyone is involved in it and to what extent they could go to protect themselves.

Exactly... That's what i am scared off... i can't even sleep during the day with my night shift... there are more than 10 people involved in it including 4 of my colleagues.

this sounds like what the democrats were doing with USAID before President Trump shut it down. USAID would fund these NGOs and they would fund all these phony baloney programs, some of them funded democrat candidates.
