He is a mayor not a court or prosecution. Another issue Netanyahu is a politician an they have immunity. You can't detain them before a court and parliament doesn't removes their immunity.
What a politician can do, is rejecting entry if specific person to region this politician has control over. Even though I think NY has special ex territorial rights since UN stays in NY.

I also don't support a theocratic state whose leaders pursue territorial ambitions based on their interpretation of religious scripture.
