It is ultimately our entire incentive structure. Some one is left holding the bag and another is now a millionaire. So there is no denying it it's just you have to be legal about it. It's not subtext its embolden the text.

I'm a hardcore leftist and have a basic understanding of risk vs reward economics. It has its place but when you have a head injury "do you want to see your opinions of emergency services" isn't possible.
