In London the Nottingham Hill Carnival is under way. It's a major event in the UK but what it's most noted for is the high crime rate and almost guaranteed murder. To be clear in this question we're talking real crime not stuff like dropping litter or posting memes. The kinda crime we actually pay the police to deal with. But it's a big event, so you might expect a few bad eggs. So I did a little research and compared it to two other big UK events Glastonbury and the Eisteddfod.
Nottinghill attracts 2000,000 Glastonbury 200,000 Eisteddfod 100,000 to 180,000 So let's adjust the figures to keep it fair. Both Glastonbury and Nottinghill have over 20 arrests per 100,000 every year. The Eisteddfod has ZERO (in 2023 one man was arrested for possession of drugs)

Why is there so much crime at the Nottinghill carnival?
I was in Nottinghill during carnival and didn't notice much amiss.
The carnival in my area of Melbourne was starting to get too big so it was kinda toned down. A million in a fairly small area was too much. For a start you couldn't make a phone call as the towers were busied out.
Anonymity & alcohol fosters bad and criminal behaviour of course. The later is restricted now.
I have mentioned a bottleshop that has 800 UK beers and where I have been able to pick up some of your fine beer recommendations.
It is only allowed to sell two per person on the day. But you see them come out with the two cans and immediately rejoin the queue to get the next two. They always seem to be English and they get into a fine aggressive state ready to take umbrage.
Restricting alcohol helps. There was one semen event in the mosh pit this year.
I was there. It was fun. I might have accidentally recorded a minor drug deal while filming dancers. C:
The only death I've heard of this year was someone who fell in the canal.
The carnival lasts three days. There's about 100 homicides in London each year. 2 million is about a quarter the population of greater London (and a large proportion are drunk). You would probably expect a death, even murder, or two, just statistically.
Probability, one event happens in melanin rich area another in less one. Another factor is the size of such event, crime rate raises disproportionally with popularity because huge crowds attract parasites.
There are two primary factors affecting crime, wealth and homogeneity. If you compare Wales’s income per capita to England’s as well as their respective cultural diversity, then you will certainly find the answers to your questions.
I'm thinking that Wales is populated mostly by Welsh, whereas England is populated by a mixture of several ethnic nationalities, with the English actually a minority.

I went to a circus recently 🎪 which was also part carnival - had no issues whatsoever in my part of the world 👀👌🏻
