Can visitors to the Kennedy Center over the last weeks sue the government for not protecting them from the imminent danger?

I've been told that the Kennedy Center was "unsafe to begin with, that's why it was shut down for repairs", but people were welcome there until yesterday.

Is Trump really trying to demolish the Kennedy Center out of spite? Do you think that's acceptable?
